I heard perl based scripts are slow, how true is this? |

It all depends on the script you are running on your server.
E-Blah has been tested in extreme use environments -- where hundreds of posts are posted per day -- and E-Blah handles quite nicely (with very little performance drops, if any). E-Blah has been benched marked with other forums -- including YaBB, YaBB SP1, and YaBB SP2 -- and has exceeded the speed of the competition.
E-Blah Platinum (betas) has also been benched marked with the PHP board, Invision Power Board, and has surpassed the speed of that as well.
Older servers will generally have a slower speed (obviously), as will servers with high load or bandwidth consumption. However, running only E-Blah should not slow your server down any.
